Chat with the Police Chief: Mobile Home Arson Case

In this episode of Chat with the Chief, Police Chief Rick Gramza addresses the recent case of arson involving a mobile home. 


Three people were charged in connection with a fire last month at 2215 S Maple Avenue. The fire was reported on April 17 at 3:00am and originated from the northeast corner of the trailer, which was vacant at the time. Marshfield Fire and Rescue Department responded to the mobile home fire with a full staff of nine personnel.

According to the initial police report, evidence suggested that the fire was intentionally set. Taylor Dickman and Eric Foth, both age 26, started the fire using matches at the direction of a third suspect, 47 year-old Tracy Hoover. According to circuit court records, Hoover previously owned the trailer home, but was evicted late last year.

The three individuals have been charged with “arson of building with intent to defraud” for allegedly igniting the fire, which is a Class C felony.

“We are thankful an arrest was made in the investigation and the defendants will be held accountable,” said Police Chief Rick Gramza. “The fact that no one was injured as a result of this reckless and criminal act, to include the defendants and first responders, is truly amazing.”

According to police reports, Hoover had previously indicated a desire to burn her trailer but did not know how to go about it.

According to the probable cause affidavit submitted by Marshfield Police Department to the Wood County District Attorney’s office, Foth and Dickman – at the instruction of Hoover – entered the home, lit a blanket on fire, and the fire grew quickly as they exited the home. They then informed Hoover that the fire was successful and she said instructed them not to tell anyone. She then filed a claim for the loss through insurance, where she had a cash value policy for $20,000.

Danielle Hartwig, who resides in a trailer with Foth, was also charged for obstruction of an officer in connection with the case.
