MARSHFIELD, WI (OnFocus) – The Marshfield Common Council on Tuesday, September 24, will discuss a proposal to institute a direct charge for street lighting costs, presented by City Administrator Steve Barg. The City’s 2024 budget allocates $260,000 for street lighting, covering both electricity and maintenance. In an effort to offset these costs, the City is exploring the possibility of charging property owners a flat fee to contribute to their share of the street lighting budget.
The proposal, based on a model used by other Wisconsin communities, would charge different rates to residential and commercial property owners, with more intense users like businesses paying a higher fee. Early estimates suggest that residential properties could pay $2.25-$2.50 per month, equating to $27-$30 annually. Commercial properties would likely pay double that amount. The exact rates and property categories are still under consideration.
Collection and Implementation
Initially, the City considered working with Marshfield Utilities to add the fee to monthly utility bills. However, after discussions, staff determined that due to administrative challenges—such as differing customer bases between renters and property owners—the charge will likely be added to annual tax bills for taxpayers. Non-taxpaying entities, including exempt properties, would receive an annual invoice for street lighting.
Legal Considerations
Although special fees in some Wisconsin municipalities have faced legal challenges, particularly regarding transportation utility fees, there are currently no known legal disputes involving street lighting fees.
The Council will review the proposal as part of its ongoing budget discussions, with the goal of establishing a fair and equitable method to cover the community’s street lighting needs.
