WOOD COUNTY, WI (OnFocus) – As temperatures drop and extreme cold is expected this week, local authorities are reminding residents to stay vigilant for animals in distress. If you notice an animal that may be neglected or exposed to dangerous conditions, you can contact dispatch at 715-421-8701 to request a welfare check.

Understanding the Law
Sergeant Matt Susa of Wood County Sheriff’s Department emphasizes that Wisconsin state law regarding animal shelter requirements can be open to interpretation.

“The state statute is pretty vague when it comes to ‘adequate shelter,’” Susa explained. “It’s a matter of perception. If they have a legitimate concern, I’d suggest they familiarize themselves with the laws because often there’s little we can do.”

What the Law Requires
Wisconsin law mandates that animals be provided with adequate shelter, food, and water. Failure to meet these requirements can be considered animal neglect and is a criminal offense. Specific regulations include:

  • ATCP 16.24(1)(a): Dog shelters must be windproof, moisture-proof, insulated, and large enough for dogs to turn around and lie down comfortably.
  • ATCP 16.24(3): A windbreak must be provided to protect dogs from cold temperatures.
  • Wisconsin Statutes § 951.14: Requires proper shelter with standards for indoor and outdoor environments.
  • Wisconsin Statutes § 951.18: Mandates sufficient food and water for animals.
