My name is Adam Fischer and I am writing to inform the public about my experience working with Donna Rozar. I was on the Wood County Board of Supervisors from 2016 to 2024. It was during my time on the County Board that I had a number of troubling experiences with Donna Rozar. I would like to share a couple examples of those.

It was in April of 2022 that I decided to run against Donna Rozar for Chair of the Health and Human Services Committee. I had been Vice Chair of the County Board of Supervisors but lost that position. It was prior to that election that Donna asked me if would run against her for Chair of the Health and Human Services Committee if I was not Vice Chair. I told her that I was undecided but that my main focus at the moment was my interest in the Vice Chair of the County Board.

I did decide to run against Donna for Chair of the Health and Human Services Committee. It was upon learning that I was running against her that Donna cornered me in a public setting to try and bully me by throwing a fit. I walked away from her as I refused to be yelled at by someone. Donna’s behavior at this public setting was very childish and exhibited toxic behavior.

Donna later that night left a voicemail message that I have given, along with this op-ed. This voicemail was completely malicious and threatening. These are the characteristics of an unhinged bully. I had heard about this behavior from others on the County Board and seen glimpses of the behavior, but this was the moment that I realized who Donna Rozar really was as a person.

I did beat Donna Rozar for Chair of the Health and Human Services Committee. It was after this that I was later accused by a member of the Health and Human Services Committee who was very supportive of Donna Rozar of having a conflict of interest for being a foster parent. I was shocked, considering the big need for foster parents, that Donna and her supporters would not find value in having a foster parent on the committee. I was told by multiple staff there was no conflict. This issue was eventually brought before the County Board. The County Board voted on whether or not I had a conflict of interest. I chose to abstain from the vote, but 17 out of the 18 remaining members of the County Board voted that I did not have a conflict of interest. The only person who voted that I had a conflict was Donna Rozar. Her vengeful spirit and bully like behavior was evident once again. Please see the image of the vote.

My family and I had to go through this hellish experience because of Donna losing a simple committee chair. This behavior is narcissistic and completely malicious. Donna is an unhinged bully and not the kind person she portrays in public. Please listen to the voicemail and see the photo of the vote. I would urge you most of all to please see Donna Rozar for who she is and do not support such a person. We must stand up against bullies. I am sharing this so no one else will have to experience the vindictiveness and maliciousness of Donna Rozar. Please stand with me so together, we can let Donna Rozar know this behavior isn’t acceptable.
