Wisconsinites ninth happiest in America with their internet connections
- Wisconsin has the ninth lowest rate of FCC internet complaints in America, with 187 per 100,000 BSLs, 33% less than the national average.
- North Dakota is first, with 60 per 100,000 BSLs, and South Dakota is second, with 87.
- West Virginia has America’s most complained about internet, with 587 FCC internet complaints per 100,000 broadband serviced locations, over twice the national average.

Agency directory DesignRush analyzed Federal Communications Commission (FCC) data from 2014 to 2024 on internet complaints and homes and businesses serviced by broadband connections (known as Broadband Serviced Locations or BSLs) to see which state complains least about its internet on average.

Wisconsin has America’s ninth lowest rate of FCC internet complaints, with 187 per 100,000 BSLs, 33% below the national average. Billing complaints were the most common type in the Badger State, at 31%.
North Dakota’s internet causes the least complaints in America compared to its number of broadband-connected homes and businesses. The FCC received only 60 internet complaints per 100,000 BSLs, more than four and a half times below the national average of 281. Since 2014, the most common type of internet complaint has been related to availability, comprising 29% of all North Dakotan internet complaints.
South Dakota has America’s second best internet by complaint rate, with an average of 87 FCC internet complaints per 100,000 BSLs, 69% below the national average. The most common type of internet complaint in the Mount Rushmore State was related to billing, at a rate of 35%, the seventh highest proportion of billing complaints in the nation. Billing complaints are also America’s most common type of internet complaint with the FCC, with 32% or 147,131 billing complaints out of 458,133 overall.
Wyoming is third in lowest complaint rate, with 125 internet complaints for every 100,000 BSLs, 55% lower than the average. Billing was the most common type of internet complaint for Wyomingites, with 28% of all internet complaints. The Equality State also recorded America’s second highest proportion of complaints related to internet speed, with 20% of all complaints.
Hawaii is the fourth best for average number of internet complaints, with 149 complaints for every 100,000 BSLs, 47% less than the national average. Billing caused the most internet complaints, comprising 33% of all internet complaints.
Iowa ranks fifth, with 169 per 100,000 BSLs. Availability complaints were the most common, accounting for 31% of complaints.
Montana is sixth, with 176 internet complaints per 100,000 BSLs, and Massachusetts is seventh, with 179. Availability complaints were the most common in Montana, and billing complaints were the most frequent in Massachusetts. Massachusetts also registered America’s second highest proportion of Net Neutrality complaints, at 16%.
South Carolina and Nebraska complete the top 10, with 183 and 187 internet complaints per 100,000 BSLs, respectively. South Carolina had availability as its most common complaint category, while Nebraska had billing as its most common.
West Virginia has the most complaint-inducing internet in America, with 587 internet complaints per 100,000 BSLs, more than twice the national average of 281. Since 2014, its most common type of internet complaint has been related to availability, at 39%.
Gianluca Ferruggia, General Manager at DesignRush, said:
“The Internet is a necessity for many people’s lives and jobs. And some people can feel lost if they can’t spend their free time online.
“With how frustrating it can be being without internet, or even with a poor-quality connection, we wanted to see which states had had the most complaints due to the quality of their internet connections. We found West Virginia had the worst internet on average by the average number of complaints, and North Dakota had the best.
“We also found that billing complaints were the most common type of complaints for 29 states and America overall, availability second, with 20 states, and Rhode Island the only state with privacy complaints the most common.”
